Northshore Utility District in Kenmore, Washington is seeking to fill a Senior Utility Worker position.

This position is open until filled with the first review of applicants on August 21, 2024, and may be closed at any time a qualified candidate is selected.

Work Schedule: Non-Exempt, Full-time, Monday – Friday 

Annual Salary Range: $88,548 – $116,520

Monthly Salary Range: $7,379 – $9,710

Hourly Rate Range: $42.57 – $56.02

SUMMARY OF JOB DUTIES: Regularly works independently under general supervision to maintain and operate all components of the District’s water distribution and sewage collection systems. An incumbent in this journeyman-level position is expected to have developed skills for all or most facets of the job duties. Serves as crew leader in the absence of more senior staff. Provides technical advice; assesses situations and site conditions to make recommendations to superiors and regularly responds to non-routine inquiries or service calls.

REPORTING DIRECTLY TO: Utility Supervisor (but receives day-to-day work directions from Utility Worker-Lead)

EXAMPLE OF DUTIES:

Performs, constructs, maintains, and repairs the following under general supervision:

  • Electrical control systems (telemetry).
  • Meters: reading, installations, and inquiry response.
  • Fire hydrants.
  • Water and sewer pump stations.
  • Control valves.
  • Cross-connection control.
  • FOG program.
  • Inflow and infiltration program (smoke and die testing).
  • Water quality program – sampling and flushing.
  • Water service and water main installations.
  • Manhole and valve program.
  • Water and Sewer mainline cleaning.
  • Video pipeline inspections.
  • Assists in scheduling and research of major purchases and stock-out material usage planning.
  • Assists in skill training of junior crew members.
  • Practices safety in traffic control and work practices.
  • As-built preparation, plan review and mapping.
  • Proper operation of tools and equipment used in job duties.
  • Emergency repairs and response.
  • Responds to all customer service calls.
  • Stand-by and/or other duties as assigned.

 MINIMUM QUALIFICATIONS:

In-depth understanding of aspects of the job duties including:

  • Set-ups, layouts, practices, and industry procedures for water and sewer systems maintenance and repairs.
  • Defensive driving practices and precautions.
  • Meter setting, reading, maintenance and repair.
  • Concrete and asphalt work, landscaping, paving and erosion control.
  • Safety rules, confined space entry rules, trenching and shoring regulations, procedures and practices, and standards/regulations used in the installation of water and sewer systems.
  • Operating equipment and tools such as tapping machine, generator, jetting and vacuum truck, pavement roller, backhoes, boring machines, jackhammers, cut-off saws; and hand tools.
  • Operating and maneuvering single and double-axle dump trucks and trailers including instructing, assigning, and monitoring of work crews.
  • Ability to competently assess the quality of sewer and water system installation and repairs.
  • Ability to use computers/tablets and electronic devices to accurately log and track work activities.
  • Performing basic mathematical computations.
  • Reading and accurately interpreting mapping systems, draw as-built sketches, blueprints, and maps.
  • Ability to work independently with general supervision.
  • Ability to provide clear communication oral and interpersonal skills as applied to interaction with co-workers, supervisor & public.

Experience/Education:

  • High school diploma or GED.
  • Satisfy requirements of the District’s requirements of a Utility Worker.
  • Three years as Utility Worker in the District or proven skill level as validated by the M&O Director or their designee.
  • Two years of industry-related experience.
  • A minimum of 20 hours of leadership training.

Licensing Requirements:

  • Valid Washington State Driver’s License.
  • Washington State Commercial Driver’s License – Class A with Tanker endorsement.
  • WDM-II – Water Distribution Manager – Washington State.
  • WWC-II – Waste Water Collections Certification – Non-State.
  • Cross-connection Control Specialist Certification – obtained within one year of employment in this position.

Other Requirements: This position is considered a safety sensitive role and therefore is subject to pre-employment and employment drug testing. Reliable and regular attendance, and the ability to work harmoniously with other employees. Must reside 30 miles from District’s headquarters.

WORKING CONDITIONS: Most work is performed outdoors exposed to traffic hazards and maybe at high elevations or deep in underground vaults. Nights and odd hours in response to emergencies are required. This position typically requires fingering, grasping, talking, hearing, seeing, bending, crawling, lifting, pushing, and pulling and repetitive motions. Lifting in excess of 90 pounds of weight to move and operate necessary tools and equipment.
