Northshore Utility District in Kenmore, Washington is seeking to fill a Construction Inspector Level II position.

This position is open until filled with the first review of applicants on September 9, 2024, and may be closed at any time a qualified candidate is selected.

Work Schedule: Non-Exempt, Full-time, Monday – Friday (Optional 9/80 schedule)

Annual Salary Range: $88,548 – $116,520

Monthly Salary Range: $7,379 – $9,710

Hourly Rate Range: $42.57 – $56.02

SUMMARY OF JOB DUTIES: Responsible for ensuring that water and wastewater construction projects throughout the District including development and minor capital projects, meet all contractual requirements, District specifications, and standards.

REPORTING DIRECTLY TO: Construction Manager.

EXAMPLE OF DUTIES:

  • Inspects development, side sewer installations, and minor capital improvement projects such as small works and interlocal agreements; ensures that developers and contractors working on water/wastewater improvements comply with District standards, regulatory requirements and contract documents including traffic control, erosion control, and restoration; interprets and explains standards, regulations, plans, and specifications.
  • Coordinates with other utilities and regulatory agencies regarding permit requirements.
  • Records the installations, as-builts, for side sewers throughout the District by drawing location, dimensions, depths, bends, connections, and more using software tools; tracks and maintains records.
  • Proficient in the process of reviewing material submittals for conformance to District standards.
  • Prepares and maintains daily inspection records.
  • Prepares punch list and ensures all items are corrected.
  • Prepares construction record drawings and provides field notes.
  • Recommends approval and acceptance of projects when all construction is completed.
  • Closely coordinates and communicates with internal departments and other utilities and stakeholder’s agency representatives for city and state if needed.
  • Communicates recommended corrections of District GIS maps and updates to standard details and specifications to Supervisor for approval.
  • Assists during the design phase by reviewing design plans, attending design review meetings, field-checking GIS map information and preparing pre-construction photos and videos of existing field conditions prior to construction.
  • Assists in updating District GIS maps by utilizing GPS equipment to field verify the location of sewer and water system assets.
  • Assists in the enforcement of easement encroachments.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Understanding of the operations of a water and wastewater utility.
  • Knowledgeable about water distribution and wastewater collection system construction practices.
  • Proficient in reading and interpreting civil engineering drawings, creating detailed drawings and reports, and understanding construction survey information
  • Working knowledge of mathematics and organization skills as related to project work.
  • Basic understanding of land-use regulations, development process, easements, and general survey information.
  • Ability to work independently or with supervision/instructions.
  • Ability to manage conflict successfully and situations involving disputes.
  • Proficient in the use of Microsoft Office Suite and ability to learn other commercial software systems.
  • Communication (oral and interpersonal) skills as applied to interaction with co-workers, contractors, supervisor, the general public, etc. An incumbent in this position must be able to deal tactfully, courteously, and effectively with a variety of people in person, on the phone and via e-mail.
  • Flexibility in accepting assignments.

   Experience/Education:

  • High School diploma or GED required.
  • Four years of experience in civil inspection of water and wastewater systems as a Level I Inspector or similar, or 2 years as a Construction Inspector on water and sewer for another public agency, or 6 years installing water and wastewater main and services in public works type projects.
  • Two-year degree in a Civil Engineering, Construction or a similar approved degree, with major course work in math, surveying and/or related field may be substituted for 1 years’ work experience.
  • The ability to demonstrate applicable knowledge of water, sewer, and construction inspection through a written assessment.

Licensing Requirements:

Valid Washington State Driver’s License.

Obtained within 12 months within employment in position.

  • Cross Connection Specialist (CCS)
  • A/C Pipe Work practices and procedures certificate
  • Water Distribution Manager I (WDM I)
  • Wastewater Collection I (WWC I)
  • First Aid Card, Traffic Control Card, Certified Erosion (CESCL)

WORKING CONDITIONS: Most work is performed outdoors with some indoors office environment.  May need to climb water towers or enter underground vaults.  Driving will be required.  Nights and odd hours in response to emergencies or special projects may be required.  This position typically requires walking and climbing at construction sites, fingering, grasping, talking, hearing, seeing and repetitive motions.  Exerting up to 50 pounds of force occasionally to move objects.
