Northshore Utility District in Kenmore, Washington is seeking to fill a Construction Inspector Senior Level III position.

This position is open until filled with the first review of applicants on September 9, 2024, and may be closed at any time a qualified candidate is selected.

Annual Salary Range: $97,272 – $128,004

Monthly Salary Range: $8,106 – $10,667

Hourly Rate Range: $46.77 – $61.54

SUMMARY OF JOB DUTIES: Responsible for ensuring that water and sewer construction projects, including major capital and development projects throughout the District, meet all contractual requirements, District specifications, and standards.

REPORTING DIRECTLY TO: Construction Manager.

EXAMPLE OF DUTIES:

  • Inspects capital improvement and development projects; ensures that developers and contractors working on water/wastewater improvements comply with District standards, regulatory requirements and contract documents including traffic control, erosion control, and restoration; interprets and explains standards, regulations, plans, and specifications.
  • Coordinates with other utilities and regulatory agencies regarding permit requirements.
  • Tracks quantities, thoroughly reviews and recommends pay requests for capital projects.
  • Prepares and maintains daily inspection records.
  • Prepares punch list and ensures all items are corrected.
  • Recommends approval and acceptance of projects when all construction is completed.
  • Closely coordinates and communicates with all internal departments.
  • Prepares construction record drawings and provides field notes.
  • Communicates recommended corrections of District GIS maps to Supervisor for approval.
  • Assists with the preparation of design documents by reviewing design plans, attending design review meetings, field-checking utility map information and video-documenting existing field conditions prior to construction.
  • Assists during the design phase by reviewing design plans, attending design review meetings, field-checking GIS map information and preparing pre-construction photos and videos of existing field conditions prior to construction.
  • Assists in updating District GIS maps by utilizing GPS equipment to field verify the location of sewer and water systems assets.
  • Assists in the enforcement of easement encroachments.
  • Provides back up inspections for side sewer installations to ensure compliance with District standards, regulatory requirements, and contract documents. This includes traffic control, erosion control, soil compaction, and restoration.
  • Records the installations, as-builts, for side sewers throughout the District by drawing location, dimensions, depths, bends, connections, and more using software tools; tracks and maintains records when needed.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Understanding of the operations of a water and wastewater utility.
  • Knowledgeable about water distribution and wastewater collection system construction practices.
  • Proficient in reading and interpreting civil engineering drawings.
  • Proficient in creating detailed and orderly construction record drawings and reports.
  • Ability to apply capital projects’ specifications, measurements, and payments; track force account or additional work.
  • Proficient in understanding general survey information.
  • Working knowledge of mathematics and organization skills as related to project work.
  • Ability to understand land-use regulations and the development process.
  • Understanding of legal concepts about land rights such as easements and general survey information.
  • Ability to understand legal descriptions and public record recordings.
  • Ability to manage conflict successfully and situations involving disputes.
  • Ability to work independently and efficiently.
  • Ability to openly receive instruction and feedback from others.
  • Communication (oral and interpersonal) skills as applied to interaction with project engineers, co-workers, customers, contractors, outside agencies, supervisors, and the public. An incumbent in this position must be able to deal tactfully, courteously, and effectively with a variety of people in person, on the phone and via e-mail.
  • Proficient in the use of Microsoft Office Suite and other commercial software systems.
  • Flexibility in accepting assignments.

 Experience/Education:

  • High School Diploma or GED required.
  • Five years of experience in civil inspecting of water and sewer systems, or 3 years as a Senior Level Inspector on water and wastewater for another public agency.
  • A two-year college degree in Civil Engineering, or a similar approved degree, with major course work in math, surveying and/ or related field may be substituted for 1 years’ work experience.
  • The ability to demonstrate applicable knowledge of water, wastewater, and construction inspection through a written assessment.
  • Complete the Senior Construction Inspector checklist within one year of employment.

 Licensing Requirements:

  • Valid Washington State Driver’s License.

 Obtained within 12 months within employment in position.  

  • Cross Connection Specialist (CCS) certification.
  • A/C Pipe Work practices and procedures certificate.
  • Water Distribution Manager I (WDM I) certificate.
  • Wastewater Collection (WWC I) certificate.
  • First Aide Card, Traffic Control Card, Certified Erosion Control (CESCL).

WORKING CONDITIONS: Most work is performed outdoors with some indoors office environment.  May need to climb water towers or enter underground vaults.  Driving will be required.  Nights and odd hours in response to emergencies or special projects may be required.  This position typically requires walking and climbing at construction sites, fingering, grasping, talking, hearing, seeing and repetitive motions.  Exerting up to 50 pounds of force occasionally to move objects.
