Northshore Utility District in Kenmore, Washington is seeking to fill an Engineering Project Manager position.
This position is open until filled and may be closed at any time a qualified candidate is selected. The first application review will be December 2, 2024.

Work Schedule: Non-Exempt, Full-Time, Monday – Friday 8:00 a.m. to 4:30 p.m., or Optional 9/80 Schedule
Annual Salary Range: $100,428 – $136,308
Monthly Salary Range: $8,369 – $11,359
Hourly Rate Range: $48.28 – $65.53
SUMMARY OF JOB DUTIES: Works independently under general supervision to provide management over consultant engineering services for the planning, budget development, design, permitting, and public involvement for capital improvement projects. Administers consultant contracts and manages consultants during design and provides support during construction.
REPORTING DIRECTLY TO: Engineering Director
EXAMPLE OF DUTIES:
- Functions as primary point of contact and is responsible for the coordination of projects with consultants, departmental staff; City and regulatory agencies (local, state, and federal) for projects in the planning, design, permitting, and bidding phase of Capital Projects.
- Coordinates and reviews studies, plans, specifications, and cost estimates for District Capital Improvement Projects.
- Manages consultants working on the design and construction of District capital improvement projects.
- Participates in studies, comprehensive plan updates, project status updates, and engineering department policy decisions.
- Provides technical support to other departments.
- Assists with construction support, material submittal review, and pay estimate preparation and review.
- Ability to successfully prioritize competing deadlines, schedules, and resources among a variety of customers to ensure timely delivery of projects.
- Works closely with the Maintenance & Operations Department to ensure that projects meet the long-term ownership and maintenance requirements of the District.
- Assists in maintaining standard plans and specifications.
- Prepares Board reports and provides project status updates.
- Assists in planning and budgeting capital improvement projects.
- Assists in developing Engineering Department policy.
- Coordinates with consultants and other agencies on District improvements included in other agency projects.
- Performs related duties as required or assigned.
MINIMUM QUALIFICATIONS:
- Comprehensive understanding of the operations of a public water and sewer utility.
- Proficient in understanding civil engineering aspects of design, operation, construction and maintenance of water distribution and wastewater collection systems.
- Proficient in reading and interpretation of engineering drawings, specifications, and estimates.
- Proficient in all phases of project management.
- Proficient in the development and interpretation of legal descriptions and in obtaining and utilizing field survey information.
- Ability to understand and use GIS mapping.
- Ability to deal tactfully with coworkers, contractors, consultants, permitting agencies and the public.
- Possess well-developed organizational skills.
- Proficient in the use Microsoft Office Suite.
- Full understanding of District policies and procedures.
- Communication (oral, written, and interpersonal) skills as applied to interaction with co-workers, consultants, contractors, supervisor, and the general public.
- Flexibility in accepting assignments.
Experience/Education: Bachelor of Science degree in Civil Engineering or closely related field; supplemented by four (4) years of progressively responsible civil engineering experience managing projects through design and permitting in the field of water and wastewater desired. Experience in AutoCAD, Bluebeam, construction and surveying preferred.
Licensing Requirements:
- Current Washington State Professional Civil Engineering or Engineer-in-Training certification preferred but not required
- Valid Washington State Driver’s License.
Other Requirements: Reliable and regular attendance, and the ability to work harmoniously with other employees.
WORKING CONDITIONS: Most work is performed indoors in an office environment with some work outdoors. May need to climb water towers or enter underground vaults. Occasional driving is required. Nights and odd hours in response to emergencies may be required. This position typically requires walking and climbing at construction sites, fingering, grasping, talking, hearing, seeing and repetitive motions. Exerting up to 50 pounds of force occasionally to move objects.
